This is one of those images that remind me f a National Geographic shot. I wonder how you get the car-lights and streams.. I never get that when I take a pic of a cityscape.. I think maybe it's my camera.

Most cameras these days will allow you to change the shutter speed. I think I had it set at about 2 seconds for this shot. I just waited for cars to approach and triggered the shutter.

it's about exposure (shutter speed). you have to use long exposures to get pictures like this one

if you work with the camera on AUTO you won't get results like this. if you have Program or Manual modes on your camera you will be able to chose your settings and achieve something like this
